machining removal features in assembly mode

Pro/E users,

2 questions:

Is there a config setting to change the default action in Intersect
Components to manual instead of the Auto update as seen below?
Historically users have been creating the machining features shown in the
figure below by making an extruded cut to face off the top of the spacer
and the creating a hole through the 3 components. After this they will
either create a revolve to make the lead-in chamfer and a lead-out chamfer
on the opposite side, or they will use a swept cut using the edge of the
hole as a trajectory. We have been getting a lot of feature failures for
the revolves and sweeps when regenerating.
We have tried using a blend to create the chamfer or a sketched hole
feature to create both the hole and the 2 chamfers and these do not cause
a problem.
Why is the chamfer tool not available to create this type of feature? How
else are you dealing with this type of feature?

This sort of feature should be a lot easier to create than it is or are we
just missing something?
