Could someone please give a preview of new features, planned changes and supported platforms for Windchill RV&S 13 - something like a roadmap?

PTC Release Advisor is a new tool that helps customers plan an upgrade of a PTC product while considering other PTC products they use and key variables in their environment such as Database and Operating Systems. I kindly request you to find the information on the release advisor page.

Asking for Roadmap, I would have expected a Reference to this Article:
