Note that if you cannot see these then you may not have the needed entitlements on the portal.
As for the licenses, the RV&S server is spread into two main servers, first you have Workflow and Documents and second you have Configuration Management (we call that Source).
The license can be managed by a Vendor e.g. Flexnet and it is used by the users Client to connect to the Server. Or you can just get the license.dat file and use it as standalone with the RV&S server by pointing it when doing the installation.
Theoretically even though the license file is "synced" with the Server, the licenses are used by the users Clients. There is no separate license for the Server but as mentioned above if you want to use both RV&S instances (Workflow and Documents + Source) you will need separate licenses for the two. They all can be included in the same license file.
