Yesterday,
I installed Thingworx 8.1.Version 1.4
I confirmed License by "Obtaining the Activation ID".
At this point, "the server will start in limited mode for 30 days"
Thingworx 8.1 got up.
Today,
"Mapping a Device to an Activation ID and Entitlements"
I wanted to execute from,
When "Select PTC ThingWorx> PTC Licensing Tool" is executed,
It becomes the following Message, and the following work can not be done.
"Select ThingWorx> Manage ThingWorx 8.1 and, Navigate 8.1."
How should I do?

Hi Takashi, could you please share what sort of license file are you working with? If it's a paid license I'd recommend to please have a support case opened.

in addition to Sushant suggestion, I also try access to the page "Select ThingWorx> Manage ThingWorx 8.1 and, Navigate 8.1" and it works for me.
You can maybe try again as it was possibly a temporary glitch.

When the platform, version 8.1 starts it attempts to connect to the licensing server to download a license capability response that is based off of your activation ID. Apparently, your platform had difficulties in connecting to that server.
Version 8.1 is backward compatible as far a licensing goes so you can just drop a license.bin for version 8.1 into the thingworx platform directory and it will work. It will also preclude the server from connecting to the licensing portal because it already has a license.bin installed.
