How to change the out-of-the-box 404-Entity Not found message?

has this been implemented actually ? I tried it out but its not working .
Even i tried by removing the 404 handling code from web.xml still its showing status message . Is it actually dependent on entry in web.xml ?

For security reasons, the design of the product does not offer the ability to change this error.
