how i give a permissions to non admin user and how to create a user by using non admin user?

i have one user in thingworx user list name as "superadmin". Now i want to give permissions to "Superadmin" user to create a another user. Suggest me what permissons i have give this "Superadmin" user

by using this "superadmin" user i want to create another user in thingworx but when i am creating a user the error appears that "not authorized for Create".

 and i gave visibility, design time and run time permissions to "superadmin" user as well as group.

Could you confirm if your user also has a design time "Create" permission?
