Since the support is closed for thingworx 8.5, does we will get new license for thingworx 8.5 to launch a instance in cloud??
I think it is best you open a case to the License department to confirm the situation.

I would think you can generate a new license even for older version from https://support.ptc.com/apps/licensePortal/auth/ssl/index .
How if this does not work, you would need to contact the License team as indicated above. The License team does not monitor the Community so the way to contact them is by opening a case.
Even though support has ended for ThingWorx 8.5, you can still get updated licenses in the same way you do for the 8.4 you are currently running. The licensing model has remained the same since ThingWorx 8.1.
