Currently it seems the .jar classes aren't loaded when a modified extension is imported, without restarting the server.
I assume you run it on Windows. AFAIK this is an OS issue, the file cannot be replaced because it is still in access.
We are a PTC Cloud customer - I would assume they didn't run it on Windows, but the underlying metalwork is abstracted from us as a customer.
Oh, I see, now I get your necessity for this. Regardless, Windows is not unlikely due to the cooperation between PTC and Microsoft.
This is a Java/Tomcat limitation. It may improve as we use HA cluster or other runtimes in future.

Would OSGI be helpful for this requirement ? I would also like to vote this idea, could you open the status ?
