Fix the issue concerning an expired license in trusted storage preventing another install attempt

As a practical matter customers repurpose servers, or add software to existing servers, rather than creating new servers for Navigate installations using the installer. The current issue where an expired license in trusted storage shuts down Tomcat and prevents the use of the installer does not recognize this common use case.
