Make ThingWorx startup response timeout in Foundation installers configurable

The installer fails to complete if ThingWorx takes longer than 3 minutes to respond at startup and stalls at "Waiting for ThingWorx Foundation" in installer logs. In situations where the database is on a different network with a slow connection, ThingWorx cannot respond within the hard coded timeout window and the installer fails. 

 

The customer requires that the timeout be configurable to accommodate for these conditions if necessary.
