Currently SCM allows to limit package visibility only by users or user groups. It should be possible to limit visibility on deployment packages based on organization as well.
We will look into the possibility of adding this. We should note that while groups can be all inclusive (across organizations), they should probably be exclusive (by organization) to better control security and access. Example, you may not want a customer accessing SCM packages or you might need to create a European and North American service group to keep assets "within a region"
