Currently the latest Navigate 8.5.3 has been tested and supported for only Windows Server 2016.  Windchill 11.2.x is supported on Server 2019.  Products dependent on each other should be supported on the same Operating Systems. A monolithic deployment of ThingWorx Navigate and Windchill is currently not supported on Windows Server 2019.
