Thingworx should provide an API to upload to Thingworx repository a SW package file together with an associated metadata file. Thingworx should verify that each SW package in the repository has a related metadata file and provide feedback to the external system in case of a mismatch or when a file pair with the same file names is already present.

While SCM has a user interface and workflow built out, it also has a rather extensive and exposed API that will permit you to use an external application to create and deploy packages. It seems this might fit the use case you are proposing.
