add upload started event to fileupload widget

2. Describe the problem you are trying to solve. Please include detailed documentation such as screenshots, images or video.

Would like to have event for upload started on the fileupload widget. There are events for upload completed and failed and adding started would allow the ability to notify users of start of upload since large files may take time to upload. 

3. What business value would your suggestion represent for your organization?

This would make the widget more functional and increase user confidence.
