I can't add more users even if registered users are 26. Why did my license already use 50 users?

I can't add more users even if registered users are 26. Why did my license already use 50 users?

I purchased Vuforia chalk "SAS-56303-F" and registered 26 users. When customer try to add more user, it comes error message such as " There is no more seat".
