When you say "synchronize" what do you mean exactly? See https://www.ptc.com/en/support/article/CS251941 for difference between Synchronize, Update, and other similar terms.
Per the Help, Synchronize gets triggered automatically by several different things: https://support.ptc.com/help/windchill/r12.1.2.0/en/#page/Windchill_Help_Center/ProEWCInteg/ProEWCIntegGWCacheRefresh.html#wwID0EUYLT. You can use Tools > Synchronize to synchronize manually at any point. Also, that same help article says there's a preference to control the automated synchronize timing: "Workspace > Access rights refresh interval, allows you to set the interval for how often a comprehensive workspace refresh is performed (default minimum value is 1800 seconds) "
