A manufacturing phantom assembly should be allocateable with an operation with Type = "Validation"

Kits are typically managed as phantom mfg assemblies which should not be consumed by an operation.

However it makes sense to validate that the correct kit is used like scanning a bar code.

Therefore it should be configurable by a preference if a mfg phantom can be allocated. The allocation type should be validation and NOT consumed.

Workaround is to use the "Operated on" action. But this requires to search explicitly for the part again.

Drag and drop and linking it with operated on would be ok as well
