Add Effectivity & Modify Effectivity actions dot have enough configuration options

Add Effectivity and Modify Effectivity UIs are very less flexible for customization and have very few configuration options. Even basic requirements require OOTB JSP customization. 

Here are few of them.

1. Effectivity context search page should allow limiting the search result to a particular Part Sub Type. Check the product Idea here. 

2. System must prevent switching effectivity context on an effectivity record if the Part was already Released (states must be configurable) .

3. System must prevent changing the effectivity start date on a Released Part if that date is a past date. 

If would be good if PTC can provide configurations or customization hooks at least, so that we can avoid OOTB JSP customization.

@Ismail_shaik The ability to manually change effectivity is tied to the Product Manager today.  One of the reasons is that changing effectivity can have profound effects.  However with that in mind those abilities are enabled such that a user with the appropriate authorization can make corrections to mistakes in the effectivity statement.

What you are suggesting would be interesting in the context of expanding the roles that can manually create and adjust effectivity, but should have some limitations to the changes they can make.

Would you please be able to describe what roles and users would be working here and what kinds of follow on changes they might want to make?
