As per https://www.ptc.com/en/support/article?n=CS251919 and http://support.ptc.com/cs/help/windchill_hc/wc110_hc/index.jspx?id=NewandChanged_PartsLinkCSVLoad&ac... there is a limitation in the current CSV to XML conversion utility which does not support range constraints.
Range constraints are one of the more commonly used constraints within a classification scheme.
When discussion with the business and/or creating a new classification schema in Windchill it has been very helpful to use the convertible csv format. However when range constraints are not supported there is still manual action required to update the attribute constraints via the UI.
This may need to be done for several hundred or even thousand attributes (we currently have about 3500 attributes in the classification schema).
