EPS format is not supported by the thumbnail generator for EPS files published as EPM documents. (An example is a burst EPS file from Arbortext).
It however does work when creating the EPS through new Document (wt Document) as it goes through the OFFICE worker, which has been set to publish via Adobe Livecycle. In the end, it is generating instead a PDF which from the thumbnail can be created, which is supported.
