Add a tag in LoadPart class for the creator

When we need to create wtparts (or documents) by the Windchill Loader, it would be very interesting the ability to set the user in the xml who will appear as "Created by".

Example:

<csvNewViewVersion handler="wt.part.LoadPart.createNewViewVersion">

        <csvuser>USER ID</csvuser>

          ...

          ...

</csvNewViewVersion>

I would add this to all areas.  We have where we need to upload documents with attributes and this is not available.  It is available for documents that do not have attributes.  I want to be able to put the document creator and not have it show wcadmin.
