Add ability to choose group members for Email Page and Routings

Problem Definition:

Currently in Windchill 10.1 m040 there is no way to choose a group member as an individual for an "Email Page" action or ProjectLink routing.  However, this ability almost exists when performing a Promotion Request in PDMLink.  This causes administrators to add people who already belong in the context as a group member as individuals so that they may be chosen for routings and email page actions and promotion requests.  This eliminates many of the advantages of using groups to manage users, causing additional administration workload to add and then later, remove individuals from contexts and groups.

Proposed Solution:

Add the ability that choose group members individually for all similar actions such as email page and ProjectLink routings and PDMLink Promotion Requests.

In that version what you are asking for is OOTB behavior.
