Add 'download' permissions to guest role (or at least make configurable)

In 9.1 we used to be able to use the Guest role to allow designers 'read' access to products and libraries, and retain teh ability to 'add to workspace' for reference in their designs.

It seems in 10.1 this permissions fro ther Guest role have been reduced to 'read only', which then removes the 'add to workspace' action from actions list.

Add to workspace is still allowed if you 'open in CAD' - the objects do indeed get added to your workspace, but it would be nice to get back the action in the actions list.

Yes we could create a new role with the corect permissions, but that role then becomes a 'participating member' of the product team, and so automatically picks up any other permissions for participating members such as 'create'.
