Add a User and Product preference that can be set to either block the promotion of a non-latest iteration or to warn the user when he/she is about to promote a non-latest iteration.
Similar preferences exist for Checkout and for Revise.
There exists the ability to refresh the promotion items to the latest iteration automatically as part of the workflow process.
