When creating a Promotion Request the user currently must select the Target Promotion State from a dropdown list of possible states.
Sense the vast majority of promotion requests will be to the same state (i.e. Released), it would be benificial to have the ability to set that state as the default. By doing so, you eliminate two clicks in most cases from the promotion process (one click to display the drop-down list, the other to select the state from the list). If a state other than the default is desired, then there would be no change to the number of clicks.
