Allow Creo to be used to create WVS viewables for non Creo CAD data.

Currently, if you use the Solidworks (for example) WGM to check data into Windchill, you will need Solidworks to be installed on the CAD worker machine to create Creo View or Windchill viewable data, for example in thumbnails or in the PSB. 

As Creo is capable of opening Solidworks, Inventor, NX etc. parts, we should be able to use the single Creo license (PROE_FoundationVis) to create the viewables (and maybe also the .creo wrapper files to improve the file opening performance in Creo). 

This would remove the need to maintain separate licenses for other CAD packages, especially where those packages are considered legacy systems.

When Creo opens a non-native file, it is doing a translation in background. As far as I know, Creo can only open the parts/assemblies of non-native files, not drawings, except DXFs.
