Allow Set State on Options and Choices

Enable the "Set State" action on Options and Choices.

This is referenced by this Tech Support Article but I can find nowhere that it has been suggested.

Adding this would allow the administration of Options and their Choices in isolation from an option set which makes the Option Pool itself a more powerful object.

Just to add some more detail to this after doing some digging around.

It is possible to manage an Option or Choice using an ECN. This means a user can release an object and the administrator has no way to put it back if this is done in error.

Set state on the Option Set doesn't allow collection of the child objects.

Since the Choice or Option iterates when edited it is possible to modify the choice and therefore change the Option Set.

The behavior here seems to be inconsistent with the rest of Windchill and relies on rigorous process outside of Windchill which is not ideal.
