Allow column widths to be set in Windchill workspace

Allow column widths to be set/remembered in Windchill workspace table.

Currently in the workspace table columns revert to the default size after each update of info.

For most of the tables in Windchill the column width can be stored by using the disk button next to the drop down menu for table views (as recommended in CS129246) and column widths can be pre-defined when loading a table view with a TableViewDescriptor loadfile. This shall also be possible for the Workspace Table.

Allowing both column widths to be set to a default and remembering the user's preference would save time endlessly resizing columns in order to view the data.
