As per the suggestion in CS122017... https://www.ptc.com/appserver/cs/view/solution.jsp?n=CS122017
and to help deal with the complexities involved with working through :
CS26836 https://www.ptc.com/appserver/cs/view/solution.jsp?n=CS26836

It would surely be useful to be able to do the following to the Access Control rules in a Product /default context, and maybe also in other contexts :
- delete them all in one go (possibly only allowed immediately after doing the backup step below)
- backup the whole set using an export command
- restore a complete set from a backup
- import a whole set from a Product or Product template
- filter or select from the imported sets of rules during import or restore
- compare two sets of rules to highlight whats the same ansd whats different
- move or copy a selected set of rules from one context or another directly (with feedback on conflicts, and choices to keep one or other...)
- move or copy rules up and down the heirarcy directly, to save having to recreate them and delete then one by one
This would go a long way to addressing the difficulties caused by :
- not being able to delete a Product (even having moved all content to another new Product), or
- not being able to update the 'design' of a Product by re-applying a newer iteration of the template used to make it, or indeed apply a fresh template
