Allow "As Stored" setting for Promotion dependencies.

Provide the preference setting “As Stored” for the dependency collector. Specifically for promotion forms. This allows the accurate collection of dependant objects without user having to create baselines at check in or have to jump though several menu picks to manually set this.

You can only change the state of latest, and promotion is a controlled way changing state. I don't understand therefore why would you want to add non-latest to the promotion baseline.

As-stored is supported in Promotion Request (and Change) when using the collector.  What is not currently supported is collecting with two CAD doc seeds using As-Stored (and we are looking into that).  There is another idea that captures the multiple seed concept.
