Allow a separate permission to control promotion request. Currently, it require either "Modify" or "Set State" permission to promote an object when the promotion preference: Access Check for Promote=Yes. There are situation where a user need to promote an object where he is not allow to modify or set state an object. In this case, he will not be able to promote the object. If the preference is set to "No", everyone can promote at any state regardless of the permission
