Allow temporary UI control of publishing timeout

Allow temporary UI control of publishing timeout

Large publishing jobs can fail due to timeout values set in wvs.properties. These can be manually increased in low load windows (like overnight or weekends) with a restart to allow larger jobs to succeed, but should be reverted to avoid publishing delays in normal operation. An administrative tool to temporarily increase or disable the timeout for specific jobs during low load time would allow known large jobs to be published successfully.

Are there better options or opinions?

Not sure what delays you see when a short job runs when the values are set for a high file?

I have increased my times to accommodate my largest files, but see no delay when a short job runs. Once the job is finished, the system waits for the next submittal, no delays, no resources tied up while waiting, etc.

I would like to see these values be able to be set and activated without a Windchill restart. I don't mind if the publishing machine needs a restart but Windchill restarts should be avoided during the day. I do daily reboots, so any values I change at the end of the day are activated the next morning.
