Allow to manually prohibit publishing for a specific version only instead of ALL version

In the "Publish and thumbnail control" UI one can only prohibit publishing for ALL versions of a CAD document.

However if one use the following property in wvs.properties :

publish.service.addprohibitiononpublishfailure.0.0=true

then the prohibition is defined only for a specific version.

Given the stability of the WVS the property can hardly be used without prohibiting too much publications.

So the UI is definitely missing the possibility to choose if only a specific version or all version should be prohibited from being published.

I would brake that down to a specific version (REVISION.ITERATION). So a specific iteration can be prevented from publishing.

E.g. if a iteration cannot be retrieved, but this is fixed in a later iteration. Then it should be possible to prevent the iteration, that cannot be retieved from publishing again.
