Allow users to delete both a latest iteration and revision at the same time

In the case of family tables and assemblies we need to be able to delete the only iteration of one file and the latest iteration of another. Say i want to delete a flat state instance of a sheetmetal part that only has Version 00.1 and the lastest version of the generic 00.5. Today we cannot do this.

With family tables this has even gotten to the point where we would need to be able to delete all revisions of an instance but only one revision of the generic and other instances.  This happens when a user creates an instance at 0 after rev'ing up the generic and other instances to a revision like 2, then comes back and revises the instance to 2.  I've got stuff in my database that I cannot delete that fall into this type of situation.
