Assign an Option Set Action should be controlled by dedicated Role

Today only Library/Product Managers can assign option sets. This is a valid condition for assigning option sets to a complete context but NOT for assigning an option set to a configurable BOM a process plan. Therefore this action needs to be available for business roles as well.

For this the action validator logic should be changed to take
- Modify Permission on PBO
- Role Member of Option Manager or configurable role via preference for that context
- Member of correct license group

The condition that the user must be a Context Manager to Assign Option Set is still valid in Windchill 12. In a real business situation it is not possible to put an Option Manager in that role. And is not practical to delegate this task to an Organization Administrator.

This needs to be addressed by PTC.  We cannot and will not grant such high level authorities for a standard task for an Options Manager.  Instead the Options Manager has to request Admins to do the updates for them and this slows development.
