Attachments are done at multiple stages of the quality record process, not all task forms (popup forms) allow attachments and those attachments done at the task level are often attached to a child object (e.g. Nonconformance Investigation) instead of the main quality object. That makes finding and printing of the attachment more difficult.
Suggest adding attachment capability to the Task page, but push that attachment up to the primary business object, additionally add a tag or field indicating what task and life cycle state that the record/sub-record was in upon 'complete'.
