I think there should be possible for system administrator to have ability to designate required parameters for all elements already existing in the database.
Why? Because with current functionality we have only opportunity to do it manually!
E.G. we can improve the template of course, but in practice the most popular way is start from similar job and here we should manually again first check-out the basis model and designate required parameters and back the model via check-in - then user can save as the model for new job...
