Block checkin process from CATIA into WGM if Qchecker "data quality check profile" not exist or is not valid.

approx. 80% of the CATIA Community in the world is using Qchecker to check the "data qulity" of the EPDM Dcouments created by CATIA.
Our business process gives us the requriment to check "data quality" before publishing into the commen space (only in the action "checkin"). It should not block the action "save to workspace" because the local modifications and local saving into the private workspace should be affected. Why because the Qchecker profile check need time to run through the objects and to check the profile on each elements.
It would only required that "checkin" action blocks only the element /any elements if the Qchecker "data quality check" not exist or is not valid for the element or any elements.

Qchecker is a Tool to check the design rules of a company by same checks which collected into qchecker profile, to be sure that all generated elements has a good "CAD data quality" before publishing into commen space. Our company is inside Airbus Group and qchecker is used as a comman tool over all Catia design departments internal and external.
additional Information: we are using CATIA V5 R21, WGM (based on Windchill 10.2 M010), Qchecker 2.18 (from Transcat PLM GmbH) on a Win 7 64-Bit OS.
