A form in Windchill would be an object similar to a document but would either be "no primary content" or would be configurable in the type manager as to whether it would have primary content or not.  It would have attachments (or having attachments would be configurable based on type).  More importantly, a form would have unique relationships to WTParts, WTDocuments, EPMDocuments, and change objects.
