Create user from template

sometimes I would like to create similar users. Sometimes the user preferences should be different than the context preferences.

These Users should be provided with the same preferences upon creation with a create User from template.

To keep preferences for a group consistant it should be possible to reload user preferences or at least to prohibit the possibility to change the preferences as a user in an easy way.
