Disabling republishing of Historic Versions - upon Rename/Move of EPMDocument

OOTB when you rename an EPM Document, all versions get republished. There should be property or preference setting to control republishing of historic version.
Some industry regulatory requirements do not allow the changes to the Published representations.

Rename and Move actions currently only result in a republish when the setting "publish.republishonepmdocumentchange" is used to republish when metadata is changed that does not cause an iteration.  This is commonly used to catch lifecycle state changes.

 

Currently there does not exist a simple configuration mechanism below this level to isolate what types metadata changes are considered valid to cause republishing.  This can only be accomplished through implementing a custom filter method in the publish service which could fairly easily disregard if this is a non-latest version of a document.

 

The request here appears to be for an additional property to control whether or not the "publish.republishonepmdocumentchange" affects non-latest versions.
