Editing the attributes of a PromotionNotice is not possible, in Windchill 9.x and 10.x
In case that a user mistypes a name, description or IBA of a PromotionNotice, he has no way to edit and rectify the issue.
According to PTC Tech support this is according to spec (check following tan)

The possibility to edit attributes should be available.
