Creo Parametric 3 M030 opens Solidworks files with Unite technology. I don't have Solidworks license but I have many solidworks files in windchill and I would like to publish them.
I haven't tested it yet, but it looks like for Solidworks files actually used in Creo assemblies (Unite technology), this is now current functionality. You will still need a seat of Solidworks to publish stand-alone Solidworks files or assemblies.
