Enable Part Tag Filtering on Control Characteristics

When Control Characteristics are associated to Operations of Process Plan, they might be valid for one of the related mBOM but not for all. Similarly to associated documents or Processing Resources, Control Characteristics should give the possibility to be assigned Part Tags. When assigning Part Tags, Control Characteristics can be filtered using Part Tag Filtering.

Current Windchill version in Production is 11.1M020. Volvo roadmap is to upgrade to WC12.0.2 CY22H2

Filtering associated Control Characteristics according to related part selection (similar functionality as for Document or Tooling)
4. What is the use case for your organization?

Master Process Plans are used to prepare manufacturing of multiple products. These different products require quality control checks in Process Plan which are defined with Control Characteristics. The definition of the Control Characteristics is dependant on the product but there is no possibility to specify it using Part Tag assignment (like it is possible to do for Document or Tooling).
