Enable the ability to link a Managed Baseline object with a Project Plan Deliverable

Currently a Project Plan Deliverable (ex. Deliveable associate to an Action or Milestone) can include a link to an existing CAD assembly, but a Managed Baseline object is not a supported type to pick from.

ProjectLink supports the creating of a Managed Baseline object, which is useful when creating milestone builds of a product.   Why not offer the functionality in ProjectLink to associate a Managed Baseline to a Deliverable instead of a CAD assembly (that is only configured based on the last saved state).

This is more or less available with 11.0 M020. It isn't available for traditional deliverables, but it has been added for "deliverable activities" (activities that are linked to objects).
