Enhance CAD file name length validation in the Rename UI

In the renaming UI it is possible to enter new CAD file names which are longer than the given maximum length of 31 characters.

The validation of this value is done on server side after submitting the changes which leads to a conflict which is shown in the Event Management / Conflict Management dialogs:

Instead of being able to submit the dialog, the user should receive a validation error message straight away. This would be much more comfortable for the user.

@SergeyEfimov, after posting this in another discussion someone reached out to questioning this new limit so I tested it myself and I could not get Creo to form a name with longer than 31 characters, even though the path was just on the desktop (desktop path is only 20 characters including slashes).

Can you tell us how to use this new long character?  Is this a config setting?  Or perhaps the character length is 260-31=229.  Does this mean 229 for the path but still only 31 for the filename?
