When looking at calendar delegation, we find there to be two areas that are lacking.
1) Users may be members of many contexts, and certain contexts you may want to delegate tasks to certain people while the original user was out.
Proposed Solution: Please allow someone to delegate the tasks of a user by context
2) In a very diverse organization, it is impractical for one person to delegate calendar days for all people if the user forgets to delegate their work. While PTC allows for you to give members of a group the ability to delegate tasks via the wt.calendar.adminGroup property, this is insufficient because those users can now delegate work for people they may not have the authority to (someone who doesn't report to them).
Proposed Solution: Configure Windchill to designate a person, or group to be a calendar user for either a user, or a group of users. For example. a group of designers Design Group may have a Manager Joe Manager. Create functionality to allow Person Joe Manager (and / or a group of calendar managers) to delegate tasks for group "Design Group", but not other participants in the system
