Walid Saad - can confirm for sure, but I believe this is part of the Business Administration Change Promotion enhancements targeted for X-26.
Yes, starting with Windchill 11.0, Business Administrative Change Promotion will track changes (delete, update, create) made to OIRs in your system and allow you to export that set and deploy it into a target system. The deliverable is a package of the set of objects, whereby you could manage the package as a build artifact, allowing you to automate the process of deploying updates to your Integration/QA/Production Windchill systems. It also provides the flexibility upon export by allowing you to filter the set of OIRs based on specific organization container, application container, exchange container, or object type. So although it does not provide the ability to export OIRs regardless of whether they changed, I believe it addresses the main use cases. If you feel otherwise, please elaborate on the use case you are looking to satisfy.
