Business rule framework within the workflow does not meet all use cases. We have many where we need to have early notification of business rule violations prior to routing a change for review. Main use case is for set state. In our change process the user sets the state of the resulting object to Review and before allowing the state to be successfully set a multitude of business rules are verified (structure rules, attribute rules, etc.).
