I believe that exists in case there are more than one type/sub-type available. From your image it looks like your system is configured to only allow you to create one type. This may not be the case for all installations; some companies may need/want a selection to be made at that point in the request.
In your case, removing it would be a customization.
That's what I thought but wasn't sure. If there are multiple softtypes (or sub-types as they're also known) this page is necessary. With only one soft type the page looks mostly useless.
